Building the “authority” leg of local ranking through links that prove real, local trust — chambers of commerce, sponsorships, and per-page external validation — rather than generic national backlinks.

Official Spam policies for Google web search lists buying/selling ranking links as link spam unless rel="nofollow"/sponsored. Do not average: the course prices a PBN; the playbook and Google say don’t.
